Network Operators

There are three network operators in Victoria. We call them Zone Operators as they are responsible for managing the refund points and ensuring returned containers are recycled within their dedicated zone area. Our Zone Operators are TOMRA Cleanaway, Visy and Return-It. 

The Zone Operators are responsible for:

• establishing and maintaining a network of refund points in their appointed zones
• distributing refund amounts to customers
• distributing payments to refund point operators
